A BUILDER who was caught red-handed fly-tipping has been slapped with a £2,000 court bill and community service.

Scott Allaway, of Green Road in Reading, was spotted dumping piles of rubbish including bursting black bin bags and wood in August 2019.

Complainants South Oxfordshire District Council said the 34 year old was working on a property in Goring Heath on August 2 when he offered to dispose of building waste.

He charged the owners £40 to get rid of wood, plaster, and several black bin bags, despite not having a carrier licence.

The council said Allaway reassured the owner it would be disposed of responsibly, before unloading it onto land in Sonning Common.

The fly-tip was witnessed by a passer-by who saw Allaway dump the piles of rubbish between Peppard Road and Kiln Road next to the Bird in Hand pub.

As a result, the builder was brought before Oxford Magistrates' Court on Monday, February 17, and he pleaded guilty to depositing or knowingly permit controlled waste to be deposited on public land without environmental permits being in place authorising the deposit.

He also pleaded guilty to transporting controlled waste with a view to profit while not being registered as an authorised person to transport such waste.

The magistrates imposed a community order of 12 months with 120 hours of unpaid work for the fly-tip and a fine of £800 for not having a waste carrier licence. It also awarded the council its costs of £1,112.20 and a victim surcharge of £90.

South Oxfordshire District Council cabinet member for housing and environment David Rouane said: "We take the issue of fly-tipping extremely seriously and will prosecute those found responsible for it.

"We also urge residents to ensure that if someone is disposing of waste for them, they must have a waste carrier licence.
