BRITIAN'S newest cities are celebrating after piping Reading to the post yesterday.

BRITAIN'S newest cities are celebrating after piping Reading to the post yesterday.

Reading missed out on its third attempt to become a city. The honour was awarded to Chelmsford in Essex, Perth in Scotland and St Asaph in Wales.
